Annotation:
The clusters theories of competition advantages forming in connection between the degree of clusters development and competiveness of country, region or separate enterprise were examined. The types of innovation clusters from the point of intensity of innovation policy in different clusters were characterized. The necessity of the development and support of innovation-oriented and pro-innovation clusters for stimulation of new resource and competition formation especially in education and scientific works were determined. The main precondition of the effective functioning of innovative clusters in Ukraine had been determined.
