Abstract:

Purpose. To identify and assess the intensity of the long-term consequences of the coal mining regions restructuring, carried out in conditions of market transformation.

Methodology. The research is based on the methods of the theory of functional specialization of settlements and the theory of restructuring. Methods of economic and statistical analysis have been used for the calculations.

Findings. The tendencies of social and economic development of the municipal districts of the Perm Krai specializing on coal production in the conditions of the restructuring have been considered. Factors that increase the negative impact of restructuring programs for territorial development have been defined.

Originality. Long-term negative consequences of restructuring programs in the absence of a clearly determined mechanism of territorial development support have been revealed. The peculiarity of the impact of town-forming companies restructuring on the various elements of the complex spatial systems have been substantiated.

Practical value. We have identified the territories, most affected by restructuring, and the key drawbacks of the realized territory development programs.
